The ULEZ was implemented after a joint study called the Exhale Study, carried out by King’s College and Queen Mary University, and was TFL funded. The study investigated the effects of the low emission zone in London and air pollution on children’s lung capacity.
THE RESULTS OF THE STUDY FOUND:
NO EVIDENCE OF A DECREASE IN THE PROPORTION OF CHILDREN WITH SMALL LUNG VOLUMES FOR THEIR AGE OVER WHOLE THE 5 YEAR STUDY, DESPITE THE IMPLEMENTATION OF THE LONDON LOW EMISSION ZONE!
TFL’s Integrated Impact Report by Jacobs Consultancy found a number of negative impacts that the ULEZ on would have on people and businesses within the expansion, which far out-weighed any positive effects. TFL failed to take this data into account.
THE IMPACT REPORT FOUND AS A RESULT OF THE ULEZ:
A NEGATIVE IMPACT ON LOWER INCOME WORKERS WITH A NON-COMPLIANT CAR WHO REQUIRE IT FOR WORK;
A NEGATIVE IMPACT ON WHEELCHAIR USERS WHO HAD A NON-COMPLIANT VEHICLE, WITH A REPLACEMENT BEING UNAFFORDABLE;
AN ADVERSE EFFECT ON SMALL TO MEDIUM BUSINESSES.
THE RISKS OF THE ULEZ IMPLEMENTATION THEREFORE OUTWEIGHED THE BENEFITS!
The Mayor’s statement being: ‘only 1 in 6 people own a car in London’ (equating to less than 16%) is misleading and ‘flawed’. His calculations have failed once again – in order to try and mislead us!
CAR OWNERSHIP IS NOT BE DETERMINED UPON THE ‘INDIVIDUAL POPULATION’:
CARS BENEFIT FAMILIES AND HOUSEHOLDS, AND NOT INDIVIDUAL PEOPLE!
THERE ARE CURRENTLY 3.6MILLION HOUSEHOLDS IN LONDON WHO RELY ON A VEHICLE. WITH 2.5MILLION CARS REGISTERED IN LONDON,
THIS AMOUNTS TO 70% CAR OWNERSHIP – NOT 16%!
A recent Study by King’s College and the University of Southampton determined that the London Underground stations had the worst pollution levels, which are 15 times greater than on any road or outdoor area.
THE STUDY FOUND:
THE WORST POLLUTION LEVELS OF PM2.5 ARE ON THE VICTORIA AND NORTHERN LINES, POSING ‘SIGNIFICANT RISK TO HEALTH’
IN THE FORM OF HEART DISEASE, STROKE, LUNG CANCER AND COPD.
THESE LEVELS ARE ’15 TIMES’ GREATER THAN ON ANY ROAD OR OUTDOOR AREA,
YET SADIQ KHAN BELIEVES LONDON UNDERGROUND’S CLEANING REGIME IS:
“EFFECTIVE IN ENSURING THE TUBE NETWORK OPERATES WITHIN THE MAXIMUM LIMIT FOR RESPIRABLE DUST”.
THESE LEVELS ARE FAR FROM RESPIRABLE !!!

requested Researchers of the TFL funded Exhale Study to
‘re-word’ the results of the Study to show that the ULEZ will be of benefit, as it:
“reads like the Low Emission Zone or similar, has no impact at all.”
