The ULEZ expansion consultation had a weak support of 20,915 out of almost 9,000,000 Londoners; 72% of who were not motorists, and instead used the TFL network, walked or cycled. TFL stakeholders who believed in Sadiq’s tax initiatives were also included.

The ULEZ expansion affects 1.67 million commercial vehicle fleet on a daily basis. Approximately 530,000 private car owners are affected by the ULEZ expansion, and businesses are to be, or have already been destroyed as a result of not being able to upgrade their vehicles .  

THE EXHALE STUDY

The Exhale Study was conducted by King’s College and Queen Mary University; funded by TFL. The study was to access the effects of the Low Emission Zone on children’s lung capacity in London. The study found ‘NO EVIDENCE’ of a decrease in children’s lung volumes for their age over the whole 5 year study.

The Health Effects of Indoor Air Quality on Children and Young People Study found indoor air pollution to be the major factor in children’s health problems. 3.6 million children in the UK live in poor quality housing, with a considerable amount of indoor air pollution.

Attributed 4.3 million deaths to ‘indoor air pollution’. Studies such as the Exhale Study has failed to take indoor air pollution within a child’s home and school into account on assessing lung capacity.

The Imperial College London report commissioned in November 2021 to assess the effect of the ULEZ found: an insignificant amount of 3% reduction of NOx, and extremely insignificant reductions in Ozone and PM2.5 particulates. Which would provide little if no effect, on health.

EUROPEAN RESPIRATORY JOURNAL

A Study into the changes in lung volume in children and adolescence determined that growth spurts can affect lung volume changes as a normal part of growth stages. The Exhale Study failed to take into account the growth spurts of participant children over the 5 year Study.

TFL – IMPACT ASSESSMENT

According to TFL’s Impact Assessment, the ULEZ expansion has added an extra 1,050 additional ANPR cameras with a ‘wide angle’ view, to catch and monitor vehicles and their movement. The cameras may record people and houses in addition to number-plates. The system is overseen by Capita, a debt collection company.

JACOBS – INTEGRATED IMPACT report

Jacobs determined how the ULEZ would impact drivers and people across the expansion. Their results found: a negative impact on lower income workers with a non-compliant car who require it for work; negative impact on wheelchair users with a non-compliant with replacements being unaffordable; adverse impact on SMEs.
